      Today all countries are attempting to increase their investments in research. In this order, industrial and developed countries to preserve their current position, or to advance themselves on the scene of global competition, in research investments, while developing countries have understood that for fundamental solution to their social and economic problems and real development, they have no other choice of increasing their research investments. In Iran, attention to research has noticeably extended in recent decade. Development of graduate studies in universities especially in PhD level led to the rapid rise and dramatic science production in the fields of basic and applied science. Development of technologies which are necessary for converting science to production, can’t be achieved by research activities in graduate level in universities. Thus, main aims of research centers established in universities are for practical and professional research for developing technologies. A regular and continuous performance evaluation for these research centers is needed for considering their aims with useful and effective indexes. In this article, a new model is designed for performance evaluation of research centers, and as a case study the model is used for the performance evaluation of some research centers in Amirkabir University of Technology. One of It ‘s results can determine research centers activities orientation and university uses for more support of research centers that are active more than others. .       Abstract: Knowledge management is an important resource for any organization. Organizations to implement knowledge management strategies, improve innovation in processes, activities, products and services. The aim of this study is to identify the key strategies of knowledge management by ANN .The innovative aspect of the research is, the use of artificial neural networks (ANN) to rank the strategies of knowledge management. The population consists of the all employees of the   knowledge based software companies in Tehran, that the total questionnaires were distributed, only 123 were usable. Thus, the management needs to recognize the outcomes of different market business models and prepare the infrastructure in a way to guarantee their business's survival in the innovation environment. Open innovation is one of the modern innovation paradigms which is perfectly implemented in multination companies. Commercialization is a process to make profit from innovation via applying new technology to generate new products, processes, services and selling them in markets. In most of new technologies, commercialization implies production scale, increasing from initial sample to mass production and accessing to more resources. It is required to be familiar with commercialization models for using its concept in organizations. Technology commercialization models are consisting of the maps of activities development paths and strategic planning for technology commercialization. These models are divided to linear and nonlinear models. Linear models show a combination of experience and specialty in the fields of research, product development, marketing and business development. Therefore in this research in addition to defining commercialization, the eight important models from linear commercialization models and their differences and common points will be studied. The conclusions of this study show that the best theoretical framework in commercialization patterns, regardless of organization specifications in which innovation system is working, is the Jolly model.       Aviation accidents and dangers caused from mistakes which exist in all level and units of executive aviation system. So essence of creation a system for safety management in Iran aviation industry is a decisive issue among country responsibles. Research, planning, methodology and integration are some characters of this system. In fact one of new techniques for enhancing safety level in aviation industry is safety management system, which set up security processes by comprehensive, integrated and systematic aspects also bring certainty to aviation safety management with advanced prevention proceedings. This system converge all processes and activities of management according to enhancing aviation safety level, also help the management to achieve to the aims. Therefore, the main aim of this research is designing a system for safety management in Iran’s aviation industry. At first for doing of this research, enough and essential informations (including theoretical bases, international documents and experiences, also domestic information in Iran) are gathered and a theory base model designed. Then the model was examined by field studies in reality. In the first stage of field study, quality technique was chosen for examination of model. Non-structural focus group interview, by sampling from all elites and professionals of research subject were used in this stage. Quantitative technique was the methodology of second stage field study. In this stage a questionnaire designed also validity and certainty of it confirmed by statistic measures. Then sample amount and distribution of respondents were chosen from research statistic community, by random sampling. Flight managers and experts, international affair aviation managers, top managers of construction and city designing ministry, national aviation organization, national airports firm and Iran aviation firms were the research statistic community. Result of questionnaires was analyzed by structural formula method and at the end final research model com out from examination process. Four main processes are defined for aviation safety management system in final model of research. These processes are top management process, main processes, supportive processes and feedback processes. The research result shows that, top management process has the most effect on aviation safety management system. The second position from this point of view belongs to supportive processes. Also the least effect on safety management system belongs to feedback processes. For execution of each four processes, we need to define sub-processes and sub-activities then we should do them in harmonized way. In the field of planning and policy making for Iran aviation safety management system, although some scattered studies has made by responsible authorities but the main country policies in this field hasn’t written yet. So, this paper survey the impact of Trade liberalization and the costs of higher education on the employment of industry sector. For this object used data time series of 1979-2014 and the autoregressive distributed lag model (ARDL). After check the long run linkage, result show that, productivity of labor has negative effect and other variable such as: investment, Trade liberalization, costs of higher education and ratio of value add produce in industry on gross domestic product  have positive effects on the depend variable. Error Correction Model show, in any term be regulation 88 present for near to long run. In this study, the intellectual capital of listed companies in Tehran Stock Exchange has been calculated using the pulic model And then to evaluate the effect of three variables forming intellectual capital, including human capital, structural capital and relational capital on the brand value of these companies have been investigated. And to measure brand value of the company's vision is based on Tobin's Q index is used.  The aim of this study is applied and the method of data collection as well as non-experimental survey.       Research collaboration between university and industry is so significant in knowledge flow from university to industry as well as makes it practical. One of the main channels for this purpose is university- industry co- publication.  The aim of the research is to investigate the university and industry collaboration based on the co-publication indicator in the Persian documents which are indexed in the Iran Science Citation Index (SCI) in 1994 and also to identify universities and industries that collaborate in these publications and finally to map the structure of co- publication network on the political map of Iran. In order to calculate the collaboration, the “total count” method of co-authored is applied and collaboration network is mapped by Excel and Ucinet and Pajek soft wares in the GPS environment.   The results shows that in 1394, 270 co- publication articles were indexed in the SCI database by 94 universities and 150 industry unites. Adjusting geographical distribution of co-publications of university and industry on Iran’s political map revealed that 30 provinces involved in collaboration. Among them Tehran province  has the most collaboration with others and Khoozestan and Esfahan provinces are in next ranks respectively. The results show that the number of co-publication of university and industry, is so low and is limited to the specified universities and industries. Because of the importance of  co-publication as a tool to commercialize university knowledge and improving targets of knowledge- based economy, the research policies  should be adopting in the way that increase the publication of university and industry.   Manuscript profile

      The present survey investigates the trend development of research projects of laureates of Khwarizmi International Prize (KIP), with an overview of EU & OECD policies for innovation support is studied. The type of this study is descriptive by using questionnaire for data collection and/or personal interview by this performer with the performer of the prize winner's project. The data analyzed in this survey are based on responses received from the laureates who are sent the questionnaires inquiring the condition of their research project. The data analyzed were from 70 questionnaires and the qualitative data analysis method is used for description.     Analysis of data suggests that 97% of the laureates are male, 57% of the laureates are engineers or university graduates at M.Eng. level. 27% of them have completed their graduate degree in Electronic and Electrical Engineering; 31% of executive organizations are universities and 31.8% of the laureates have completed their studies at Sharif Industrial University; 71% of the organizations are public; and 50% of the projects are at industrial stage. It was found that 52% of problems were financial. "Lack of protection" is the most significant challenges to laureates (53%). At the Industrial stage, 50% of the projects at the highest level need financial support.     The European ::union:: (EU) has adopted a system approach based on innovation policy and provides direct financial and services support for innovators. The innovation policy aims to support an increase in the productivity, profitability and market share of European firms through the development and adoption of new or improved products, processes and services. Moreover, the EU intends to improve innovation support and also helps in understanding specific drives and barriers to innovation at sector level.     In OECD countries, public policy has direct or indirect impact on factors that affect innovative activity. All OECD countries use significant amounts of public money to support innovation activities that intend to stimulate innovation. It is a long time since in almost all countries the general idea of IP policy has been directed to greater protection for the rights of IP holders, especially for patents. Indeed, the availability of sufficient human resources for science and technology is an important factor for innovative activities. The connection between industry and university leads to effective use of scientific capabilities of university and facilities and experience of industry. This relation is more effective when industry and university are aware of each other's capabilities and needs in order to have an effective and goal-oriented cooperation. The aim of this research is to use educational and research services of university to find necessary solutions and technical requirements to recognize the needs of electricity industry as one of the most important infrastructure industries of the country and also the degree of importance and priority of each necessity be determined. First by interviewing electricity industry elites, needs of electricity industry were determined and technical requirements for meeting those needs were exploited. Then the relation between necessities and requirements was determined by the means of QFD matrix. After that the requirements which had the most relation with necessities were declared. These solutions were sorted by the Analytic Hierarchy Process technique. The results showed that the most important needs of the electrical industry are "specialist human resources in the field of electrical engineering" and "availability of academic staff in the field of electrical engineering.       The purpose of this research was the effect of work ethic and job identity on job involvement in staffs at University of Kashan. Research type is descriptive correlative. The statistical population consisted all of staffs' in University of Kashan (N=547) that by Cochran Formula and simple randomized sampling 242 ones were chosen as sample. To gathering data’s used from three questionnaire work ethic in four components with 23 items, job identity in five component with 15 items and job involvement with 10 items in terms. Questionnaires content & construction validity confirmed. Through Cronbach alpha coefficient, reliability coefficients were obtained equal to 0.73 for work ethic, 0.82 for job identity and 0.83 for job involvement. Data analyses done in two level descriptive & inferential statistics through Spss & Amos software’s. Finding showed mean of work ethic, job identity and job involvement were upper than average. Correlation coefficient showed work ethic components on job involvement have positive & significant effect but job identity components on job involvement have positive & no significant effect. The Iranian economic and political system was not able to institutionalize, fund and equip resources, establish efficient commercial and industrial policies, and in particular design efficient and appropriate institutional structures, to support and support innovation to generate competitive capacity in the industrial economy. It has therefore failed to organize adequate defenses and has been steadily retreating and becoming the surplus of industrial economies and supplying cheap petroleum raw materials to emerging economies. This historic trend, which began as the industrial revolution unfolded and the emergence of the global economy, led to a collapse in Iran's hand-made industrial economy, which was unable to produce competitively and machine-made. The level of systematic and efficient functioning of government institutions, property rights, the education system, and businesses are major contributors to development development. The purpose of this research, which is based on a library method based on analytical sources and historical documents and with a descriptive-analytical approach, is to investigate the performance of institutional elements in the leather, handbags, footwear and related industries in the 19th century.       The purpose of this research, which is a descriptive research with qualitative approach. Identification of agricultural entrepreneurship barriers in university education in Isfahan province. The statistical population consists of knowledgeable entrepreneurs from different fields of agriculture, which is estimated at 40. And all members were examined. Required data were collected through a semi-structured exploratory interview. Using content analysis strategy, 26 items were extracted. The categories were presented to the statistical population in a questionnaire and their degree of importance was asked based on the Likert spectrum. Then, using exploratory factor analysis, SPSS software was used to identify the variables. The KMO value was 0,829 and the value of the Bartlett test was 3328.763 which was significant at 99%. The results of factor analysis showed that the total variance explained by the five factors extracted from the studied items was 69.221%. In this research, motivational and attitudinal barriers, structural barriers, educational barriers, economic and environmental obstacles and personality barriers were explained by 17.11%, 17.066%, 14.336%, 11.465% and 9.218% respectively Total variance was identified as the most important obstacles to agricultural entrepreneurship in university education. By emphasizing on the lawful self-governance of universities, in line with their institutional missions, the potential of universities will no longer be constrained by the “what ifs” and “only ifs” commonly heard at academic institutions dependent on public funds. The need for self-governance (financial self-sufficiency) can also be traced in the Constitution. Finally, it is essential to note that by paving the way for self-governance at universities through the allocation of responsibilities among academia as their “national commitment”, we can help transform the industry and promote the sustainable development of the country. Addressing the methods of achieving self-governance, we should reevaluate our perception of universities by looking through a different lens. Perceiving universities as “enterprises” or “firms” reveals the nuanced dimensions of the issue and allows for greater emphasis to be put on "industry" as the main customer of universities. At the third and final stage of the quest, the deviser of the Bridge plan suggests that there will be a systematic yet creative connection between the notion of academic self-governance and the Bridge plan itself.       In order to achieve the goals of real and sustainable development, every society needs the interaction and continuous action of two scientific and technical institutions that are formed in the form of universities and industry. Due to the organic relations of these two institutions that form a single system, a violation in each of them causes a violation in the whole system. The present study tries to identify the challenges and barriers of the relationship between industry and academia from the perspective of industry managers and university professors with an interpretive approach. The research approach used is qualitative methodology and ethnographic method has been used to conduct research operations. The data of this study were collected using participatory observation, semi-structured interview technique and document analysis and then combined using triangulation technique. The sampling method used in this study is qualitative-purposeful sampling and using the theoretical saturation index, 15 university professors and 10 industry managers were interviewed as a research sample. Their attitudes and views on the challenges and barriers to communication between industry and academia were examined. The main findings of this study using contextual theory include categories such as weakness in context and support, lack of knowledge and skills, lack of efficient management system, reluctance to communicate, lack of appropriate culture and beliefs, inflexibility of structure. Therefore, the purpose of this research is to investigate the relationship between busy managers and earnings management with an emphasis on the role of corporate governance. The data required for this study included 90 companies that were accepted in Tehran Stock Exchange during the years 2011-2017. Results based on regression models show that busy managers have a negative and significant effect on real earnings management. In this way, employing busy managers on the board reduces the real earnings management and, consequently, increases the quality of earnings. However, there is not a meaningful relationship between the number of busy managers and accrual earnings management. In addition, the findings suggest that corporate governance does not have a significant effect on the relationship between busy managers with earnings management. Organizational culture and innovation can be considered as influential factors. Thus the purpose of this research was study of relationship between organizational culture and organizational innovation with implementation of the post- modern management components in Employees at University of Kashan. Research type was descriptive correlational and statistical population consisted all of staffs' in University of Kashan (N=430) that by Cochran Formula and strafied randomized sampling 203 ones were chosen as sample. To gathering datas used from three questionnaires, organizational culture, organizational innovation & post modern management. Questionnaires content & construction validity confirmed. Questionnares reliability through Cronbach Alpha Coefficient, were estimated equal to 0.88 for organizational culture, 0.82 for organizational innovation and 0.79 for modern management. Data analyses done in two level descriptive & inferential statistics through Spss & Amos softwares. Finding showed mean all of organizational culture components except components of attention to achievement and sustainable measurement were lower than average. Mean all of organizational innovation components and post-modern management were lower than average. Correlation showed there are positive & significant relationship between Organizational culture & post-modern management (r=0.68) and organizational innovation & post-modern management (r=0.72). This research has been done in the framework of a qualitative and quantitative approach; For this purpose, in the qualitative stage, 14 experts in the field of academic research quality were purposefully selected with a theoretical sampling strategy and interviewed in a semi-structured manner. Thematic analysis technique (theme) was used to analyze the data. After implementing the content of the interviews and their preliminary analysis, the codes or basic concepts were identified and in order to achieve the main categories, similar codes were placed in special categories. Finally, for each category, a title was selected that includes all the codes of that category. As a result of this study, the model of quality management of research activities of university faculty members was identified, which according to academic research experts, includes the dimensions of bedrock, policies and missions, planning, support / incentive systems, and the dimension of evaluation and monitoring. Are that the sum of them in the pattern is 25 components. The results of quantitative data analysis showed that the research sample evaluated the quality management model of research activities of university faculty members at the desired level and recognized the existence of these dimensions and their related components as important and important. The researcher chose an applied and cross-sectional research with a quantitative approach and a descriptive-survey strategy, and the literature and background of the research were collected through the library method and the primary data through a questionnaire. The researcher has collected it online. The statistical population included lecturers of the University of Applied Sciences, who estimated a sample size of 250 people using Gpower software and selected 221 samples using a simple random sampling method as the unit of analysis, and finally, after the screening, 221 samples were selected using variance-oriented structural equation modeling method and Smart PLS3 software. 3 has been analyzed. In order to limit the scope of the evaluation of the existing parks in the world, first, 20 countries that have made up 90% of Iran's foreign trade volume in the past 5 years have been identified, then based on the needs assessment of the firms located in the studied science and technology park that have the capacity and the willingness of international cooperation, the countries under review were ranked from six aspects like as: economic, political, cultural, security, technological and geographical criteria and in 13 sub-criteria using the combined method of The Analytic Hierarchy Process (AHP) and TOPSIS . Seven countries with a significant score among 20 countries were selected as samples to evaluate their science and technology parks. 19 well-known parks in these 7 countries were scored and ranked using 12 criteria, from the perspective of people involved in park affairs, and with the combined method of AHP and TOPSIS. As a result of this ranking, the following parks were identified as a higher priority for cooperation: Dubai Silicon Oasis Park, Tsinghua University Science Park in China, Teknopark İstanbul, Sharjah Research, Technology and Innovation Park, Dubai Science Park, Knowledge Oasis Muscat (Madaen).       The National Council of American Teachers has always emphasized the importance of learning mathematics in the school process. In this article, with the aim of identifying factors affecting math learning, 17 sub-criteria for empowering students' math learning with the help of research background, textual content analysis and systematic review of 61 specialized articles and books and specialized interviews with 13 experts in mathematics education It has been categorized into 6 main groups. Then, with the help of DANP technique and pairwise comparisons, the weighting of these variables and the relationships between them were discovered. To collect data, questionnaires created by a pair of researchers were used, whose validity and reliability were confirmed with the help of inconsistency rate and kappa index. The results of the analysis show that the most important enablers in terms of impact are: emotional, psychological, physiological, sociological, content and environmental factors. Also, the most important sub-criteria in order of weight are: textbook content and concepts, motivation, self-concept and self-regulation, cooperation and correct communication with the teacher.       This research was carried out to present the conceptual framework of the technological capability of the industrial universities of the Islamic Republic of Iran using a qualitative approach. To collect information, semi-structured exploratory interviews were used, and information was analyzed using the Strauss and Corbin method and the paradigm model. The target population of the research includes experts who have at least a master's degree and 15 years of effective scientific or experimental activity in the fields related to the research topic. Sampling was done in the form of purposeful snowball sampling until theoretical saturation was achieved, and based on this, 26 in-depth interviews were conducted with the aforementioned qualified experts. The results of the data obtained from the interviews in the process of open, central, and selective coding led to the presentation of a conceptual framework for the development of the technological capability of industrial universities. Conceptual framework, including causal conditions (human capital, knowledge content, and operational capabilities), background conditions (institutional and structural, cultural, legal and legal, services and support, awareness of the environment, executive processes, national and international links, and communications) Intervenor (financial and economic, foreign sanctions, management capabilities, upstream policies, stakeholder policies) was presented. The present study is applied in terms of purpose and descriptive-survey in terms of data collection method. The statistical population of this study, managers working in different units of Razavi Bread Company were studied. The sample was obtained with the standard questionnaire tool and based on Cochran's formula with an error of 0.05 to 100 people. Cronbach's alpha was used to confirm the reliability of the questionnaire and confirmatory factor analysis was used for the validity of the questionnaire. The obtained values indicate the confirmation of the reliability and validity of the questionnaire. The research method is survey type (quantitative), questionnaire, its statistical population is 6000 people, of which 384 people are distributed among them in a Cochrane and random cluster method. Validity and reliability of the research has also been confirmed. The results show that there is a significant difference in the level of work ethic according to the marital status, and its value among the married group (1,8) differs more than the others according to the level of education, and its value among the group with a doctorate level of education (2,1) compared to others. There are more academic groups. The level of work ethic varies according to the type of job, and its value is higher among the occupational group of teachers (2,6) and students (2,2) than other occupational groups. The level of work ethic varies according to the type of class and its value is higher among the upper class (3,1) than the middle and lower class. The results show that between job satisfaction (0,35); Job stress (-0,31); Job burnout (-0,34); organizational commitment (0,56); Organizational identity (0,30) and religious beliefs (0,28) have a significant relationship with work ethics.       The main purpose of this research is to design a model for accepting digital currencies in inter-company electronic commerce under the conditions of international sanctions. Based on the nature and method, the current research is a descriptive-survey research with a mixed (quantitative-qualitative) approach. The statistical sample included 12 experts in the qualitative section and the senior and middle managers of 50 commercial companies in the quantitative section, from which a sample of 110 people was selected using Cochran's formula. The data collection tools in the qualitative part include semi-structured interviews and in the quantitative part include questionnaires. Data analysis was done in a qualitative method with a database approach and MAXQDA software. Validation of the model was done with partial least squares technique and SmartPLS software. In relation to the causal conditions, two categories of factors including organizational and sub-factors were considered. In relation to the background conditions, three categories of factors including political impact, social structure and economic impact were identified. Intervening factors include features of the economic, legal, cultural and political environment. The central phenomenon is the acceptance of digital currencies. Regarding strategies, educational, supportive and social strategies were identified. Identified outcomes include increased financial profits, and organizational climate and greater performance and productivity.
