It is hoped that by reviewing the bylaws and instructions, as well as preparing and implementing an appropriate action plan to implement the technical-executive system, formulate and complete the required technical criteria and standards, as well as modify methods and workflow, these problems have been resolved and efficiency and effectiveness Increase the system to provide the basis for achieving inclusive growth, achieving greater social justice, reducing discrimination and abuse, preventing rent-seeking, providing opportunities for all, and paying special attention to the poor and deprived. هدف نظام فني و اجرايي كشور، استقرار نظامي يكپارچه، براي پديدآوري طرح ها و پروژه‏ هاي سرمايه‏ گذاري، در چارچوب اسناد برنامه‏ هاي توسعه اقتصادي، اجتماعي و فرهنگي جمهوري اسلامي ايران با در نظر گرفتن افزايش كارآمدي و اثربخشي طرح ها و پروژه‏ هاي سرمايه‏ گذاري با رويكردي نتيجه‏ گرا، با قابليت پيگيري و ارزيابي و مبتني بر نظام مديريت كيفيت، متناسب با شرايط اقتصادي، اجتماعي، اقليمي و زيست ‏محيطي كشور می باشد. رشد فراگیر بدنبال تحقق اهداف و آرمان‌هایی است که هم عدالت پیاده شود و هم فرصت‌های برابر به همه داده شود و هم محیط زیست حفظ شود و هم این که به افراد فقیر و محروم جامعه، توجه بیشتری شود. به عبارت دیگر، در سایه یک حکمرانی خوب (Good Governance) ، رابطه اصولی و پایدار بین شرائط اقتصادی، اجتماعی و محیط زیست هر جامعه ای فراهم شود. در ضمن، نباید بهره‌برداری از منایع طبیعی و محیط زیست، سبب تخریب منابع و یا توزیع ناعادلانه ثروت شود. اگرچه اصول و مبانی نظام فنی – اجرایی مصوب سال 1385 براساس رویکردی مترقی و سازگار با ادبیات جهانی و توسعه پایدار تنظیم شده است ولی متاسفانه در عمل و اجرا، از آن اهداف آرمانی و ایده‌آل موردنظر، فاصله گرفته و مشکلاتی در بخش های کارفرمایی، مشاوره، نظارت و پیمانکاری وجود دارد که در این مقاله تشریح شده‌اند. امید است با بازنگری در آئین‌نامه‌ها و دستورالعمل‌ها و همچنین تهیه و اجرای یک برنامه عملیاتی مناسب جهت پیاده سازی نظام فنی – اجرایی، تدوین و تکمیل ضوابط و معیارهای فنی مورد نیاز و نیز اصلاح روشها و گردش کارها، این مشکلات مرتفع گشته و کارایی و اثربخشی نظام افزایش یابد تا بستر تحقق رشد فراگیر، تحقق عدالت اجتماعی بیشتر، کاهش تبعیض‌ها و سوء استفاده‌ها، پیشگیری از رانت‌خواری‌ها، فراهم شدن فرصت برایر برای همه و توجه ویژه به فقرا و محرومین، فراهم گردد http://jiu.ir/fa/Article/Download/36606
