To collect information, semi-structured exploratory interviews were used, and information was analyzed using the Strauss and Corbin method and the paradigm model. The target population of the research includes experts who have at least a master's degree and 15 years of effective scientific or experimental activity in the fields related to the research topic. Sampling was done in the form of purposeful snowball sampling until theoretical saturation was achieved, and based on this, 26 in-depth interviews were conducted with the aforementioned qualified experts. The results of the data obtained from the interviews in the process of open, central, and selective coding led to the presentation of a conceptual framework for the development of the technological capability of industrial universities. Conceptual framework, including causal conditions (human capital, knowledge content, and operational capabilities), background conditions (institutional and structural, cultural, legal and legal, services and support, awareness of the environment, executive processes, national and international links, and communications) Intervenor (financial and economic, foreign sanctions, management capabilities, upstream policies, stakeholder policies) was presented. The strategies and consequences of the technological capability of universities were also discussed. In the end, 8 strategic proposals were presented for the development of the technological capability of the technical universities of the country. اﯾﻦ ﭘﮋوﻫﺶ، با هدف ارائه چارچوب مفهومی توانمندي فنّاورانه دانشگاه‌هاي صنعتي جمهوري اسلامي ايران ﺑﺎ اﺳﺘﻔﺎده از روﯾﮑﺮد ﮐﯿﻔﯽ اﺟﺮاﺷﺪه اﺳﺖ. ﺑﺮاي ﮔﺮدآوري اطلاعات، از ﻣﺼﺎﺣﺒﻪ ﻧﯿﻤﻪ ﺳﺎﺧﺘﺎرﯾﺎﻓﺘﻪ اکتشافی اﺳﺘﻔﺎده و ﺗﺠﺰﯾﻪ وﺗﺤﻠﯿﻞ اﻃﻼﻋﺎت ﺑﻪ روش اﺳﺘﺮاوس و ﮐﻮرﺑﯿﻦ و ﻣﺪل ﭘﺎراداﯾﻤﯽ اﻧﺠﺎم ﮔﺮﻓﺖ. جامعه هدف پژوهش شامل خبرگانی است که حداقل، دارای تحصیلات کارشناسی ارشد و 15 سال سابقه فعالیت موثر علمی يا تجربي در حوزه‌های مرتبط با موضوع پژوهش بوده‌اند. ﻧﻤﻮﻧﻪ‌ﮔﯿﺮي به صورت نمونه‌گيري ﻫﺪﻓﻤﻨﺪ به روش ﮔﻠﻮﻟﻪ ﺑﺮﻓﯽ تا تحقق اشباع نظری انجام شد و بر این اساس، 26ﻣﺼﺎﺣﺒﻪ عمیق ﺑﺎ خبرگان واجد شرایط مذکور انجام شد. ﻧﺘﺎﯾﺞ داده‌ﻫﺎي ﺑﻪ دﺳﺖ آﻣﺪه از ﻣﺼﺎﺣﺒﻪ‌ﻫﺎ درﻓﺮاﯾﻨﺪ ﮐﺪﮔﺬاري ﺑﺎز، ﻣﺤﻮري و اﻧﺘﺨﺎﺑﯽ، منجر به ارائه چهارچوب مفهومی برای توسعه توانمندي فنّاورانه دانشگاه‌هاي صنعتي ﺷﺪ. چارچوب مفهومی، ﺷﺎﻣﻞ ﺷﺮاﯾﻂ ﻋﻠّﯽ(سرمايه‌‌هاي انساني، محتواي دانشي و توانمندي‌‌هاي عملياتي)، شرایط زﻣﯿﻨﻪ‌اي(نهادي و ساختاري، فرهنگي، حقوقي و قانوني، خدمات‌ و پشتيباني، آگاهي از محيط، فرآيند‌هاي اجرايي، پيوند‌ها و ارتباطات ملي و بين المللي) شرایط مداخله‌گر(مالي و اقتصادي، تحريم‌هاي خارجي، توانمندي‌هاي مديريتي، سياست‌هاي بالادستي، سياست‌هاي ذي‌نفعان) ارائه ﺷﺪ. همچنین، راهبردها و پیامدهای توانمندی فنّاورانه دانشگاه‌ها نیز مورد بحث قرار گرفت. در انتها، 8 پیشنهاد راهبردی برای توسعه توانمندی فنّاورانه دانشگاه‌های صنعتی کشور ارائه شد. http://jiu.ir/ar/Article/Download/41518
