        In the past years a lot of discussion about the relationship between academia and industry has been. In the tunneling industry cooperation between companies and universities in the country, have been effectively. The Iranian Tunneling Association for development cooperation (national and international) holding "conferences, scientific seminars, workshops and specialized exhibition" has taken great strides toward its mission. The purpose of this interaction, is creative education graduates having knowledge of the principles of academic science, skills and abilities required for entering the tunnel industry jobs. However, graduate students in fields related to the tunneling industry in the groups "Civil, Geology (Engineering), Mining, Geophysics, Surveying, Mechanical, Electrical and ..." For research on tunneling projects in the country, continues to face many challenges. The obstacles reduce the quality and innovation of the thesis (particularly groups M.Sc.) and the reduction of welcoming students presented research projects in the field of tunneling projects in the country, So that stereotyped and repetitive theses is greater than the last time. The publication of the results of scientific theses of students in the database can document the Hazards of tunneling projects, with avoiding failure that occurred in the previous tunneling projects. In this article (while doing a case study) to examine the challenges and the need for more attention to students;#39 theses in the tunneling industry has been.         Abstract: Iran's national policy documents have focused on the knowledge based development, and effective steps have been taken by decision makers, policy makers, and executive departments in recent years. The most important measures in this regard include the establishment of the Supreme Council for Science, Research, and Technology and its commissions by the Ministry of Science, Research and Technology. One of the major goals of the council in the years 1389 to 1391 is the facilitation role of the public sector to create, facilitate and deepen the relationship between the country's industry and academic and research sectors. In the literature on technology and innovation, this relationship is known as one of the basic requirements for technology development in each country. In this study, the Commission on Industries, Mines and communication of the Supreme Council of Science, Research, and Technology examined and compared the research cooperation between the selected universities and the commission member institutions by analysis of data recorded in the Research Information Management System (Semat) in 1389 and 1390. In 1389, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1389 (part D of section 2), and in 1390, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1390 (part A of section 108) and Iran's Fifth Five-Year Development Plan (part M of section 224). In this regard, the information registered by the universities and the Commission member institutions, including information on research projects with academic executive, and information on funds allocated by the institutions to the universities for research projects, for two consecutive years 1389 and 1390 were analyzed and compared.         The aim of this study was to investigate the relationship between modes of decision-making is a competitive advantage for small industries in west Azarbaijan province. The licensed Food Research of Industrial Estates in West Azarbaijan is considered as the population. Due to limited population, the census method used. Reliability was assessed using Cronbach's alpha reliability coefficient of the test light Decision (752/0) and competitive advantage (857/0) is estimated. After collecting the questionnaires, the resulting data using descriptive and inferential statistics such as Pearson's correlation test was analyzed by spss software. Hypothesis test results confirm the main hypothesis and sub hypothesis suggests. In other words, there is a significant relationship between decision-style small industries with competitive advantage in West Azarbaijan Province, and there is a significant relationship between Decision style and entrepreneurial, adaptive planning, competitive advantage for small and medium industries in West Azarbaijan .         Today all countries are attempting to increase their investments in research. In this order, industrial and developed countries to preserve their current position, or to advance themselves on the scene of global competition, in research investments, while developing countries have understood that for fundamental solution to their social and economic problems and real development, they have no other choice of increasing their research investments. In Iran, attention to research has noticeably extended in recent decade. Development of graduate studies in universities especially in PhD level led to the rapid rise and dramatic science production in the fields of basic and applied science. Development of technologies which are necessary for converting science to production, can’t be achieved by research activities in graduate level in universities. Thus, main aims of research centers established in universities are for practical and professional research for developing technologies. A regular and continuous performance evaluation for these research centers is needed for considering their aims with useful and effective indexes. In this article, a new model is designed for performance evaluation of research centers, and as a case study the model is used for the performance evaluation of some research centers in Amirkabir University of Technology. One of It ‘s results can determine research centers activities orientation and university uses for more support of research centers that are active more than others. .
