        In this paper a try have been made to guidelines for the design and implementation of a communication link between university, industry and government for national development. Today, small producers even the governments who do not care about the researches to achieve technology, so they become intermediary’s dealers without any identification. Thus, with proper drawing management system to coordinate the separate activities of universities, industrial centers, and government, the local technology would be formed. Therefore, the development of a comprehensive management system is provided. The design and implementation of communication link between the three pillars mentioned above, semi-industrial and industrial countries' experiences, has been studied. To investigate the failure of the production technology and compare it with the experience of other countries, it is clear that the main problem in this field to assign a simple macro trends in the design and testing three pillars of strategic management depends on government, academia, and industry. Treatment guidelines provided in this section are as follows: • Forget the culture of short-term profit. • Exclusion of non-strategic and taste management. • Keeping the privacy and dignity of researcher. • Low risk investment in developing local technology. • Government thought and foresight. The implementation of the system presented in this paper to achieve the prestigious science and technology in the world is possible.         The industry and university partnership is one of the main driving forces to achieve the goals of the Iran 1404 outlook document. It has a significant effect on the employment of the educated manpower and on the national production and subsequently on the GNI per capita. Since mean years of schooling and expected years of schooling and the GNI per capita are the substantial indices for human development, university and industry partnership is one of the requirements for improvement of human development indices. In this paper, the concept of the human development is tried to be explained. Measuring the human development by utilizing the indices, and also an analytic comparison between Iran and the countries introduced in Iran 1404 outlook document, is performed. The countries under our study in this paper are: the Middle East countries, Middle Asia, Caucasus and neighbor countries. The purpose of this paper is to investigate and evaluate the human development of Islamic Republic of Iran based on the human development report (HDR) in 2011. This report is publishing annually by the United Nations organization. The results show that we are not in a good position in the human development indices and our grade in the observed area is decreasing.         One of the main objectives of universities, recognizing the current and future Knowledge needs of industry and educate students in line with these needs. One of the most effective tools to achieve this aim is using the knowledge management system in the State universities and Industrial centers of the country, and Linking the two systems together. However, the massive volume and dispersed of knowledge management issues ‎Has led that most of universities be confused and Repent on the implementation of knowledge ‎management. So the aim of this study is to evaluate the roadmaps of implementation knowledge management and provide a road map for implement knowledge management in The Comprehensive University of Imam Hossein. The study In terms of aim is applied and In terms of method is Descriptive - survey research. Statistical population of Research is Including 80 Executive expert knowledge management familiar with College campuses. Through the formula of Cochran, 45 people were selected with Targeted sampling. The road map obtained from the literature was evaluated, with a questionnaire with range of five options Likert, that its validity by the formula lashe and its reliability by Cronbach's alpha (0.91) were obtained. For confirm the model was used Hypothesis Test and for the data analysis was used Binomial Distribution.
