        There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized. In this respect, it is required to develop and execute short and long term quality plans in line with NIS. Manuscript profile

        : One critical factor which has given rise to the gap among countries is the difference among them regarding their capabilities for fostering innovation in all aspect including political, economic, culture and social. Given the rapid technology advancement so far, and with regard to predictions as to the continuation of the existing trend in the future, one can say the gap will be enlarged in the years to come if no precautions are taken. One way to cope with the challenge is to improve the innovation capacity within the country through increasing research and development activities in all economic sectors countries with more costs spent on research are more developed technologically and industrially. Therefore, the article seeks to explore the role of research and development centers in innovation; the methodology used to achieve this goal was documental analysis. Findings indicate there ought to be appropriate interactions among the main components of "National Innovation System", i.e. government, industry, university and other research institutions; these interactions need to be accomplished through expanding research and development activities and making applicable the finding of research. Therefore, one can conclude there exists a direct relationship between research and innovation and hence the actual development in all countries, especially Iran .So, the obstacles impeding the progress of research and innovation (some of which have been reviewed in this study) should be abolished.         Business transformation and essential formation of science and technology centers with entrepreneurship universities, caused to reengineer mission of government and science centers and the establishment and development of science parks become the priority of the development of science and technology planning. So that incubators and science parks can cause development of universities and make them in touch with society and the other hand to appear Entrepreneurship University. This paper is the result of field study based on SWOT analysis. The data have collected from establishers and developers of incubators in public and private universities straights, weakness, opportunities and treatments points identified and the more important effects of establishment and development of incubators on success of universities to achieve Entrepreneurship University, ranked. The conclusions of study, confirmed the necessary examples for introducing a set of straights, weakness, opportunities and treatments points. Furthermore based on this study, the most important effects of establish incubators are: creating occupation, entrepreneurship, promotion education quality, making universities to compete, commercialize research activities, develop innovation and creating of students and efficient relation between university and industry. Considering the importance of motivation and job satisfaction, this paper intends to design and develop the indicators to measure motivation and job satisfaction in a specific industry based on the Herzberg theory. By applying fuzzy method and calculating and analysing the indices, guidelines for staff improvement in the industry by Government and university will be provided.         In this report, our review of work carried out to evaluate and analyze the parliamentary act defines as law of 1%, which has played a critical role in Iranian S&T development during last three years. This act has been legally confirmed by Islamic Parliament since 2007 in annual budget plan and this confirmation repeated three successive years with small changes. The main job was in practice since 2008, based on this rule more than 530 governmental companies, institutes and banks should increase their S&T investment up to one percent of their annual operational income. In general, during years 2007 to 2010, more than 9762 research priority introduced by these companies and 5247 research projects have been signed. The total amount of these projects was about 8300 B Rls ($830 M). Also in this work, the opportunities and challenges have been reviewed and few comments recommended for annual budget of 2011- 2012 (1390). Manuscript profile
