        This study is a descriptive view of the underlying component and factors influencing the development of entrepreneurial culture enumerated and explained the status comparative analysis between our entrepreneurial culture and Industrial Estates province of Semnan University explored. The study population consisted of all managers and experts in Semnan, 350 people, including 50 managers and experts in Industrial Estates is that Morgan and selected by stratified random sampling. Standard questionnaires for data collection, which McGuire validity content validity and reliability with Cronbach's alpha coefficient (86/0r =) respectively. Collected data using descriptive statistics including frequency distribution, measures of central tendency and dispersion (mean ± SD) and were analyzed by t-test. The main results of this study indicate that managers and experts from University of Industrial Estates and the entrepreneurial culture of collaboration and open communication in that there are significant differences,and the results showed that the status of the University of entrepreneurial culture and Industrial Estates Corporation is desirable.         By implementing open innovation management, the businesses can enjoy reduction of innovation cost and shorter maturity time of the innovative ideas. Even several businesses can participate in open innovation. Through this, the companies shorten their way to harmonization with the market and attracting novel ideas in the more dynamic, competitive, and wider markets. Thus, the management needs to recognize the outcomes of different market business models and prepare the infrastructure in a way to guarantee their business's survival in the innovation environment. Open innovation is one of the modern innovation paradigms which is perfectly implemented in multination companies. The tools introduced by the paradigm ensure maximum value added in the businesses along with improvement of quality level and satisfaction of all customers. The present study was conducted as a review research, in which necessity of the implementation of open innovation to achieve customer satisfaction and reengineering the business is emphasized through defining the open innovation, proposing conceptual models, and introducing practical models in Iran and other countries. Given that majority of large/average/small producing businesses lack functional research and development department to bring in innovation-based technologies, the national open innovation plan is a solution for the current challenges ahead of industrial units.         Universities during the transition period itself. World wide socio-economic developments have profound influences and pressures on higher education has increased exponentially. In the meantime, the university is expected that the new responsibilities as regional economic and social development, public budget cuts, and getting students embraced the skills, entrepreneurial behavior and pursue commercialization of research and Spin-off academic firms. Otherwise, like any organism that does not understand their changing environment and ecology, can lose their survival. The new role of the university is well-known function that is causing fear and hope. The present review addresses these concerns and hopes, for the purpose, is a type of applied research.         Aviation accidents and dangers caused from mistakes which exist in all level and units of executive aviation system. So essence of creation a system for safety management in Iran aviation industry is a decisive issue among country responsibles. Research, planning, methodology and integration are some characters of this system. In fact one of new techniques for enhancing safety level in aviation industry is safety management system, which set up security processes by comprehensive, integrated and systematic aspects also bring certainty to aviation safety management with advanced prevention proceedings. This system converge all processes and activities of management according to enhancing aviation safety level, also help the management to achieve to the aims. Therefore, the main aim of this research is designing a system for safety management in Iran’s aviation industry. At first for doing of this research, enough and essential informations (including theoretical bases, international documents and experiences, also domestic information in Iran) are gathered and a theory base model designed. Then the model was examined by field studies in reality. In the first stage of field study, quality technique was chosen for examination of model. Non-structural focus group interview, by sampling from all elites and professionals of research subject were used in this stage. Quantitative technique was the methodology of second stage field study. In this stage a questionnaire designed also validity and certainty of it confirmed by statistic measures. Then sample amount and distribution of respondents were chosen from research statistic community, by random sampling. Flight managers and experts, international affair aviation managers, top managers of construction and city designing ministry, national aviation organization, national airports firm and Iran aviation firms were the research statistic community. Result of questionnaires was analyzed by structural formula method and at the end final research model com out from examination process. Four main processes are defined for aviation safety management system in final model of research. These processes are top management process, main processes, supportive processes and feedback processes. The research result shows that, top management process has the most effect on aviation safety management system. The second position from this point of view belongs to supportive processes. Also the least effect on safety management system belongs to feedback processes. For execution of each four processes, we need to define sub-processes and sub-activities then we should do them in harmonized way. In the field of planning and policy making for Iran aviation safety management system, although some scattered studies has made by responsible authorities but the main country policies in this field hasn’t written yet. So this research tries to figure out the strategic map of aviation safety management and design a system for it. Manuscript profile
