        Higher education in Iran has faced with two important challenges after Islamic revolution. Firestone is the historical underdevelopment in quantitative expansion of higher education and the second is rapid population growth, which caused high demand for enhancement of higher education. Of course, other factors such as cultural context and lack of job opportunities for secondary school graduates had also have played important role in demand for providing more places for university applicants. This situation caused the quantitative expansion of higher education to be considered as the first priority of the Ministry of Science, Research and Technology. Foundation of Payame-Nour University (distance learning), private higher education institutions, Islamic Azad University, e-learning courses, evening courses and joint diplomas with International universities were among higher education policies in recent years. As a result students’ population increased from 150,000 in 1978 to 3,500,000 in 2008. In Particular, increase in the post graduate studies, besides human resources development caused a great advancement in the research status of the country. There is no doubt that quantitative expansion of higher education in Iran is one of the most glorious achievements after the revolution, but at the same time along with expansion of students’ population and diversification of higher education systems particular ,in private sector, the quality of higher education should be of main concern for policy makers in this sector.         : Development of communication industry and university on mutual basis, needs and capabilities, is carried out and models presented by the experts on this basis has been designed and implemented. Industry related to government and state universities has made an organic government impact in a way that the direction of industry and university development policies have been largely in accordance with the political requirements of the country over last century. Constitutional accomplishment of Article No. 44 and the growing trend in the privatization companies and government organizations follows this principle, certainly increased competition between these companies and organizations’ that are creating new fields of application for increasing competitive capacity and maintain standards of goods and services. Constitutional accomplishment of Article No. 44, public universities, due to initial state governing backgrounds, being strictly in accordance with the government rules, cannot make their principle contributions to increasing demand by society and industry sectors. Moreover, as the government role is decreased and faded out, lack of legal mechanisms of governance for development and university industry relationship, caused this relationship being shifted from Government command to personal command. A relationship which is requirement and background is unknown.         Internship is one of the most effective programs in human development. This program, which is an industrial research project based internship, has proved to be very effective in human resources development and university – industry relations, while many industrial problems were solved with minimal expenses. Khorasan Regional Electricity Company and Ferdowsi University of Mashhad started the internship program since 1382 (2004) with 25 projects in the first year and have completed 165 projects in 6 years. 72 university faculty members cooperated with the program and supervised the projects. 354 students found the opportunity to take part in the program as interns and to experience the industrial research and team work. 162 experts and managers from the industry cooperated with project teams and benefited from the experience of academic team work. Improved relation and confidence of industry and university management in research cooperation, increased interest of industry in defining new problems and outsourcing these projects to university, and enhanced cooperation between industry engineers and students and faculty members are some results of the internship program Manuscript profile

        In this paper, the needs of Industry to use modern and high Technologies in order to increase Profitability and competitiveness in national and global markets were discussed. It has been demonstrated that in the current situations, the universities and research institutes are the most reliable source for supplying technology which could produce high added value. Practical solutions, to achieve to the target of producing income from commercialization of the technologies produced by the universities, presented in this article is investigating in producing units or technology providing offices which have active partnership with universities. To perform this idea, the universities could sell their intellectual properties to eligible companies. The most important identified gap in the current commercialization process of IDRO is between know-how creation stage and business plan preparation stage.
