        Today, the role and importance of innovation in the domestic and international developments of the countries is so obvious. Evaluation of innovation at the national level is crucial for policymaking in this area. For this reason, extensive studies have been conducted in this area. In the Islamic republic of Iran, by determining the "innovation and development" as the slogan of the year 2008 and public announcement by the Supreme Leader and the mobilization of internal capacity to develop the infrastructure for innovation, the importance of the above-mentioned issue has been shown more than before. In the next years, this strategic slogan was stressed in a statement by Supreme Leader with phrases such as "This is a true slogan and innovation is a need for current movement of the country". In recent years, the "resistance economy" has been noticed as a strategy in macro policies of the Islamic Republic of Iran, which is the most important pillar of the knowledge-based economy. Therefore targeted guidance of innovation at the national level as a critical need is desired at present. Development of the National Innovation is possible by purposeful interaction of some institutions. This institution can promote and develop innovation in the form of a dynamic and productive system in case of targeted integration and communication among themselves. In this paper, the innovation capacity of Iran is evaluated according to the Global Innovation Index to present proper analysis of Iran’s position in innovation according to the world reliable information so policy makers are able to decide for future.   Manuscript profile

        Raising the educational and academic status and ranking of universities to that of internationally accepted world-class universities has become the goal of many university higher administrators around the globe in recent years. This trend has been made possible and accelerated by rapid global economic growth and development. World-class universities, are essential in developing a nation’s competitiveness in the global knowledge economy. These universities, at the pinnacle of the higher education hierarchy, play key roles in creating and disseminating knowledge, educating a highly skilled workforce, and serving the needs of society. This paper tries to take advantage of the existing literature in the field of World-Class University, and with do a review of the literature the introduce the concept of World-Class University and strategies towards the building world-class universities. The results indicated that in recent years The concept of the world-class university has become a concept much invoked by governments and also by universities themselves in many countries and is an idea now firmly embedded in the higher education policies and strategies of a range of nations. Various developmental strategies at national and institutional levels have been drawn up and implemented. Clearly the worldwide market for students and the ceaseless search for research funding and prestige are crucial elements in this fascination with the idea of a world-class university, as well as the desire of governments for universities to contribute to their national economies. Despite or maybe because of the lack of a clear definition of the concept,  the ‘world-class’ notion  has become everyday language in many universities.         This article presents the experiences of more than two years of scientific advisory responsibility in China, relying on universities and their relationship with industry. First, the history and development process of higher education as well as the scientific achievements of universities are presented on the achievements of universities. China's scientific capabilities and publications, and to some extent comparisons with the world, are discussed. Some of the scientific centers that play an important role in building China today and tomorrow, including the Chinese Academy of Sciences, are briefly described, and finally, the joint scientific activities between industry and academia, namely patents and joint papers.
