        The main purpose of this study is to investigate the innovative performance through emerging knowledge based companies in Semnan University Incubator. This is a practical and descriptive correlational study. The participants of this study were 103 managers and supervisors of SME’s in Semnan University Incubator. Wang and Ahmed (2004) questionnaire has been used to measure the innovative performance in these companies. Reliability of the questionnaire was obtained by Cronbach's alpha. In order to assess the construct validity of innovative performance, confirmatory factor analysis were used and one-sample t-test is utilized to examine the variable and its dimensions status. Also Friedman test was used to prioritize of innovative performance dimensions. The results show that the first priority for the firms was product innovation. The process innovation and strategic innovation were the next priorities. As well as market innovation of these firms was ranked in the last because of their emerging. Manuscript profile

        In national Innovation System (NIS) of countries, science, technology and innovation policies are very important. Since these three areas are crucial in NIS and have an impact on it and vice versa. In policy making process and implementing the science, technology and innovation policies the results and aftermath and evaluation of these policies can enhance the learning capability in NIS and finally can lead to developing systematic science, technology and innovation policies. In this paper we aim by a literature review on this subject and studying the experiences of several countries on science, technology and innovation policies, and a conceptual framework is designed. Here, a framework for science, technology and innovation policy is offered which reflects the influential factors and elements on developing these policies.         In this report, our review of work carried out to evaluate and analyze the parliamentary act defines as law of 1%, which has played a critical role in Iranian S&T development during last three years. This act has been legally confirmed by Islamic Parliament since 2007 in annual budget plan and this confirmation repeated three successive years with small changes. The main job was in practice since 2008, based on this rule more than 530 governmental companies, institutes and banks should increase their S&T investment up to one percent of their annual operational income. In general, during years 2007 to 2010, more than 9762 research priority introduced by these companies and 5247 research projects have been signed. The total amount of these projects was about 8300 B Rls ($830 M).         In the upstream documents of the country, the issue of responding to scientific and research centers to the demand of industries and organizations has been emphasized; Therefore, the cooperation between the university and industry has become very important. Numerous national measures have been taken in cooperation with the university and industry, which need to be evaluated. Two main goals are pursued; One is to discover the extent to which the goals and functions of the actions taken in the field of university-industry relations have been achieved, and the other is to provide executive solutions to improve the current path and move towards the excellence of university-industry cooperation. In this research, using methods such as library studies, interviews with experts and the focus group, first the measures taken in the field of cooperation between the university and the statistics industry and then by surveying experts, the effectiveness of each measure in terms of each criterion and The rate of fulfillment of each criterion was calculated in terms of measures taken and analyzed using statistical mean method. It can be said that none of the measures that have been taken so far in the field of industry-university relationship have had the desired efficiency and also the efficiency criteria have not been met to an acceptable level in most of the executive measures.         Which of the existing science and technology parks in the world are the most suitable options for creating international interaction? This article tries to find the answer to this question for one of the university parks in Iran using the partner selection approach. In order to limit the scope of the evaluation of the existing parks in the world, first, 20 countries that have made up 90% of Iran's foreign trade volume in the past 5 years have been identified, then based on the needs assessment of the firms located in the studied science and technology park that have the capacity and the willingness of international cooperation, the countries under review were ranked from six aspects like as: economic, political, cultural, security, technological and geographical criteria and in 13 sub-criteria using the combined method of The Analytic Hierarchy Process (AHP) and TOPSIS . Seven countries with a significant score among 20 countries were selected as samples to evaluate their science and technology parks. 19 well-known parks in these 7 countries were scored and ranked using 12 criteria, from the perspective of people involved in park affairs, and with the combined method of AHP and TOPSIS. As a result of this ranking, the following parks were identified as a higher priority for cooperation: Dubai Silicon Oasis Park, Tsinghua University Science Park in China, Teknopark İstanbul, Sharjah Research, Technology and Innovation Park, Dubai Science Park, Knowledge Oasis Muscat (Madaen).
