        The background of human resources needs assessments in macro studies refers more to quantity estimating . The aim of this issue is to recognition of the human resource requirements to reach to knowledge based economy with emphasis to job contents .The theoretical framework is human capital theory and knowledge based sustainable development. Recent literature has concentrated in human resource development at national level (NHRD) , which attempt to describe employee’s educational and professional specialties and planning it by means of multi-criteria human resource development and the aspects of strategic planning for knowledge based development. For this reason , by considering national needs assessment documents in initiator countries , expert characteristics on the related databases and theoretical analysis ,the main capabilities of professional labore force in manufacturing major job groups has been recognized . the mentioned capabilities are in three categories : the first are essential for work station performance which known as “employability “ , the second are common technical skills in all industrial jobs, and the last one are technical skills specific to each industry.         The aim of this research is analyzing the skill training needs of the east Azerbaijan based on land-use planning in industry sections. This is a descriptive survey research. The statistical population of this research consists of managers, planners and experts involved in industry sections of the east Azerbaijan. At first, 132 training needs have been extracted based on land-use planning. Afterwards, a training needs assessment form has been designed, which it consists of six-answer questions based on Likert's spectrum. The adaptability of these training needs to the labor market needs have been assessed based on experts' opinions. Finally, these skill training needs have been ranked basis on the questionnaire results quantification (based on the Likert's spectrum), and the scores obtained for each educational needs.         In order to achieve the goals of real and sustainable development, every society needs the interaction and continuous action of two scientific and technical institutions that are formed in the form of universities and industry. Due to the organic relations of these two institutions that form a single system, a violation in each of them causes a violation in the whole system. The present study tries to identify the challenges and barriers of the relationship between industry and academia from the perspective of industry managers and university professors with an interpretive approach. The research approach used is qualitative methodology and ethnographic method has been used to conduct research operations. The data of this study were collected using participatory observation, semi-structured interview technique and document analysis and then combined using triangulation technique. The sampling method used in this study is qualitative-purposeful sampling and using the theoretical saturation index, 15 university professors and 10 industry managers were interviewed as a research sample. Their attitudes and views on the challenges and barriers to communication between industry and academia were examined. The main findings of this study using contextual theory include categories such as weakness in context and support, lack of knowledge and skills, lack of efficient management system, reluctance to communicate, lack of appropriate culture and beliefs, inflexibility of structure.         Entrepreneurship and its competencies are the essential antidotes to dealing with a weak economy and its unpleasant consequences. The main purpose of this research is to evaluate the influencing factors in the entrepreneurial qualifications of the Comprehensive University of Applied Sciences lecturers. The researcher chose an applied and cross-sectional research with a quantitative approach and a descriptive-survey strategy, and the literature and background of the research were collected through the library method and the primary data through a questionnaire. The researcher has collected it online. The statistical population included lecturers of the University of Applied Sciences, who estimated a sample size of 250 people using Gpower software and selected 221 samples using a simple random sampling method as the unit of analysis, and finally, after the screening, 221 samples were selected using variance-oriented structural equation modeling method and Smart PLS3 software. 3 has been analyzed. The findings of the research show that practical knowledge qualifications do not have a significant effect on professional skill qualifications, but attitudinal qualifications have a positive and significant effect on professional skill qualifications. Applied knowledge competencies have a positive and significant effect on entrepreneurial competencies. Also, attitudinal qualifications have no significant effect on entrepreneurial qualifications, and professional skill qualifications have a positive and significant effect on entrepreneurial qualifications.
