        The background of human resources needs assessments in macro studies refers more to quantity estimating . The aim of this issue is to recognition of the human resource requirements to reach to knowledge based economy with emphasis to job contents .The theoretical framework is human capital theory and knowledge based sustainable development. Recent literature has concentrated in human resource development at national level (NHRD) , which attempt to describe employee’s educational and professional specialties and planning it by means of multi-criteria human resource development and the aspects of strategic planning for knowledge based development. For this reason , by considering national needs assessment documents in initiator countries , expert characteristics on the related databases and theoretical analysis ,the main capabilities of professional labore force in manufacturing major job groups has been recognized . the mentioned capabilities are in three categories : the first are essential for work station performance which known as “employability “ , the second are common technical skills in all industrial jobs, and the last one are technical skills specific to each industry.         Today, the position and roles of universities are analyzed in a system which is called National Innovation System. This system is a network of main actors with logical and consistent interaction, which by supplying continuous flow of knowledge and information provides the appropriate context for production, development and diffusion of science, technology and innovation climate in the country. Roles of universities have gone through many changes in this system. These changes are based on structure and functions. In this paper, position and role s of universities in the age of innovation-driven economy, are analyzed at the macro and micro levels. In the macro- level, influential performance of universities in the national innovation system are stated. In the micro-level, the new mission of universities based on generation, commercialization of intellectual property and their increasing involvement in the innovation process and development of technological activities at the regional, national and international levels are reflected. Finally, several suggestions for facilitating of developing universities’ new roles and functions for achieving strategic and operational objectives in line with core issues of innovation-driven economy are offered.         : One critical factor which has given rise to the gap among countries is the difference among them regarding their capabilities for fostering innovation in all aspect including political, economic, culture and social. Given the rapid technology advancement so far, and with regard to predictions as to the continuation of the existing trend in the future, one can say the gap will be enlarged in the years to come if no precautions are taken. One way to cope with the challenge is to improve the innovation capacity within the country through increasing research and development activities in all economic sectors countries with more costs spent on research are more developed technologically and industrially. Therefore, the article seeks to explore the role of research and development centers in innovation; the methodology used to achieve this goal was documental analysis. Findings indicate there ought to be appropriate interactions among the main components of "National Innovation System", i.e. government, industry, university and other research institutions; these interactions need to be accomplished through expanding research and development activities and making applicable the finding of research. Therefore, one can conclude there exists a direct relationship between research and innovation and hence the actual development in all countries, especially Iran .So, the obstacles impeding the progress of research and innovation (some of which have been reviewed in this study) should be abolished.         The foundations of a knowledge-based economy are innovation, technology research and development, which is a costly and risky activity. Given the high cost and risk of technology development, the private sector alone can not do this, and therefore, governments in different countries have developed various institutions and mechanisms to finance innovation. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies. In this article, we take a look at the legal basis for the formation of the Innovation and Prosperity Fund and the various approaches and services of this fund in order to support innovation and technology development and thus the realization of the knowledge-based economy in the country. Given the new economic orientations that have shifted the role of economic management from government to market and have led to a change in attitudes toward research in universities and research centers, the demand has emerged that universities should minimize the public resources used in research. To compensate and play a more active role in the growth and development of society.At the same time, the formation of the knowledge-based economy has highlighted the role of knowledge as a more prominent factor in creating added value, wealth creation than the traditional factors of production in the economy, namely land, labor and capital. In addition to research and education, the university has another third role, which is to participate in the socio-economic development of society.These changes in the approach to resource allocation and the role of knowledge in wealth creation and the change in the direction of economic management have led to growing attention to the commercialization approach to research results in universities and research centers in developed countries. He concluded that research results should be sold to private and public sector companies in order to create other sources of revenue for these centers while funding research activities.Commercialization means turning research results into products, services, and processes that can be sold.         In the years following the Revolution, based on the approach of poverty alleviation, many efforts have been made to establish social justice and divestment through the actions of the government and supportive institutions, with the arrival of the fifth decade of the revolution, the situation of existence shows that despite spending a lot of financial and human resources, all of these efforts have not enjoyed the expected effectiveness in reducing poverty and deprivation. Considering that support for needy individuals and families as one of the components of social justice has been assigned to Imam Khomeini Relief Committee, in this article, by examining some views of political thinkers and sociologists and centralizing the Islamic social justice theory of Imam Khomeini, we are trying to evaluate the performance of the Relief Committee and its impact on social justice. In the statistical analysis, the results obtained from comparing the population supported by the Relief Committee to the population of the country and the population below the poverty line and comparing the statistics of the population supported by the Relief Committee in the supportive headlines compared to the national statistics and the WELFARE Organization, in addition to showing the appropriate performance of the Relief Committee in support of the poor and the poor and its impact on the realization of social justice in line with the political theory of justice.         Leisure time is a multi-dimensional phenomenon (social, economic and cultural) and it has been affected by the corona virus epidemic. The purpose of this research is to investigate the relationship between the dimensions of the social and economic base with the various forms of free time of educated youth, which is based on the lifestyle theory of Pierre Bourdieu and the opinions of Joffre Dumasier. The research method was a survey and the data collection tool was a questionnaire. The statistical population includes young students over the age of 20 living in Karaj in the winter of 2019, of which 400 people were selected as the main sample of the study using a simple random multistage cluster sampling method. The research findings show that the independent variable of socio-economic base had an impact on physical leisure with 0.462, artistic-cultural with 0.597, practical with 0.398, intellectual with 0.473, and social with 0.418.         The present research was conducted with the aim of investigating the achievements and challenges of women's empowerment in knowledge-based companies. In this research, the opportunities and challenges of graduates women in knowledge-based companies were discussed based on the analysis of twenty interviews with women’s board members or directors in this field. Concerning to obtain relative superiority in order to design questions and categorize the content of documents and interviews, empirical literature related to the research was reviewed. Result revealed that three major factors have motivated them to start their own business including: the desire to balance work and life, the desire to earn more money, and the desire to develop business skills. In the field of agency and factors affecting women's entrepreneurship in the knowledge-based environment, entrepreneurial characteristics and behaviors such as results achievement, risk-taking, and self-confidence have been measured. From organizational and environmental aspects, organizational capacities including trust, access to resources and information, networking skills, ability to generate resources, financial knowledge, technology skills and having role models were influential. In terms of challenges, there are Individual factors (lack of courage, high emotions, low level of specialized and technical knowledge related to work and slowness of women), Socio-cultural factors (discrimination, common gender stereotypes, religious norms and beliefs and lack of knowledge and proper socialization) and Economic factors (discrimination in hiring and payment of wages, negative attitude of customers and financial institutions and prejudices) were addressed as obstacles to the effective participation of women in knowledge-based companies Manuscript profile
