Abstract: Iran's national policy documents have focused on the knowledge based development, and effective steps have been taken by decision makers, policy makers, and executive departments in recent years. The most important measures in this regard include the establishment of the Supreme Council for Science, Research, and Technology and its commissions by the Ministry of Science, Research and Technology. One of the major goals of the council in the years 1389 to 1391 is the facilitation role of the public sector to create, facilitate and deepen the relationship between the country's industry and academic and research sectors. In the literature on technology and innovation, this relationship is known as one of the basic requirements for technology development in each country. In this study, the Commission on Industries, Mines and communication of the Supreme Council of Science, Research, and Technology examined and compared the research cooperation between the selected universities and the commission member institutions by analysis of data recorded in the Research Information Management System (Semat) in 1389 and 1390. In 1389, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1389 (part D of section 2), and in 1390, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1390 (part A of section 108) and Iran's Fifth Five-Year Development Plan (part M of section 224). In this regard, the information registered by the universities and the Commission member institutions, including information on research projects with academic executive, and information on funds allocated by the institutions to the universities for research projects, for two consecutive years 1389 and 1390 were analyzed and compared. The results are presented in this paper Manuscript profile

Last decades, the dynamic and efficient relationship between government, university and industry has been the main purpose of governers, universities and industrians and despite numerous conducted studies, programs and initiatives, the gaps remained. But due to lack of over sectorial approach to these centers and parallel works of their main sponsers- ministries of science, research & technology and industries & mines- despite the spread of these centers, the goals and missions particularly about strengthening the relation between government, university and industry are ambiguous. So it is recommended to review and rethink the goals, missions and mechanisms of these centers in their second decade of their activity Manuscript profile

Science, along with research and technology, is part of the activities of human societies in which government management and planning play a key role. Government planning, whether annual or multi-year, is based on a long-term vision. The 75-year-old vision was recently released in the United States, which will undoubtedly affect world science. The perspective of science in Iran in upstream documents is very weak or dependent on global growth. We need to have a clearer perspective on the needs of the country in its unique historical context. In this article, I will discuss the history of government planning in science and its roots in Iran during the Ghazan Khan era, to the recent world era, which is the beginning of a serious government planning for science in the world. I will also elaborate on a recent US document outlining a 75-year vision. Finally, I would like to give a basic reflection on how Iran draws its own scientific and research perspective.
