        There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized. In this respect, it is required to develop and execute short and long term quality plans in line with NIS. Manuscript profile

        Higher education in Iran has faced with two important challenges after Islamic revolution. Firestone is the historical underdevelopment in quantitative expansion of higher education and the second is rapid population growth, which caused high demand for enhancement of higher education. Of course, other factors such as cultural context and lack of job opportunities for secondary school graduates had also have played important role in demand for providing more places for university applicants. This situation caused the quantitative expansion of higher education to be considered as the first priority of the Ministry of Science, Research and Technology. Foundation of Payame-Nour University (distance learning), private higher education institutions, Islamic Azad University, e-learning courses, evening courses and joint diplomas with International universities were among higher education policies in recent years. As a result students’ population increased from 150,000 in 1978 to 3,500,000 in 2008. In Particular, increase in the post graduate studies, besides human resources development caused a great advancement in the research status of the country. There is no doubt that quantitative expansion of higher education in Iran is one of the most glorious achievements after the revolution, but at the same time along with expansion of students’ population and diversification of higher education systems particular ,in private sector, the quality of higher education should be of main concern for policy makers in this sector.         The main purpose of this article is to design and validate a model for managing the quality of research activities of university faculty members. This research has been done in the framework of a qualitative and quantitative approach; For this purpose, in the qualitative stage, 14 experts in the field of academic research quality were purposefully selected with a theoretical sampling strategy and interviewed in a semi-structured manner. Thematic analysis technique (theme) was used to analyze the data. After implementing the content of the interviews and their preliminary analysis, the codes or basic concepts were identified and in order to achieve the main categories, similar codes were placed in special categories. Finally, for each category, a title was selected that includes all the codes of that category. As a result of this study, the model of quality management of research activities of university faculty members was identified, which according to academic research experts, includes the dimensions of bedrock, policies and missions, planning, support / incentive systems, and the dimension of evaluation and monitoring. Are that the sum of them in the pattern is 25 components. The results of quantitative data analysis showed that the research sample evaluated the quality management model of research activities of university faculty members at the desired level and recognized the existence of these dimensions and their related components as important and important. Validation of the model designed in the research sample showed that all observable variables have a suitable factor load on their latent variable and according to PLS indicators have the necessary desirability to measure their corresponding latent variable. Also, the findings of the goodness of fit test and other quality indicators of the model showed that the proposed model of quality management model of research activities of faculty members of universities has the necessary quality and fit.         The purpose of this study is to identify the components of strategic management of technical and vocational training in order to apply optimal strategic management in interaction and adaptation to the environment. The research is cross-sectional in terms of applied purpose, descriptive survey in terms of implementation method and mixed (qualitative and quantitative) in terms of data. In the library study section, 28 authoritative sources were sampled based on theoretical saturation and the strategic components of technical and vocational education based on 12-component ground theory including employment, educational attractiveness, lifelong learning, demand-driven, job changes, research Practical, flexibility, educational economics, strengthening educational assistants, improving the assessment system, quality assurance, job counseling and for strategic management in general 6 components and 22 sub-components including conceptual exploration, environmental scanning, strategy building, implementation Achievement and evaluation of achievements and strategic leadership and monitoring were identified and by conducting semi-structural interviews including 7 questions with 10 experts, the components were linked and organized in order to develop a final quality model. In model validation and its degree of fit, 95% was obtained.
