By implementing open innovation management, the businesses can enjoy reduction of innovation cost and shorter maturity time of the innovative ideas. Even several businesses can participate in open innovation. Through this, the companies shorten their way to harmonization with the market and attracting novel ideas in the more dynamic, competitive, and wider markets. Thus, the management needs to recognize the outcomes of different market business models and prepare the infrastructure in a way to guarantee their business's survival in the innovation environment. Open innovation is one of the modern innovation paradigms which is perfectly implemented in multination companies. The tools introduced by the paradigm ensure maximum value added in the businesses along with improvement of quality level and satisfaction of all customers. The present study was conducted as a review research, in which necessity of the implementation of open innovation to achieve customer satisfaction and reengineering the business is emphasized through defining the open innovation, proposing conceptual models, and introducing practical models in Iran and other countries. Given that majority of large/average/small producing businesses lack functional research and development department to bring in innovation-based technologies, the national open innovation plan is a solution for the current challenges ahead of industrial units. The plan provides a dynamic and mutual interaction among the owners of the industries and producing units to employ all the untouched resources specially academic environments, university professors, students, and innovating entrepreneurs. The plan forms the triangle of industry, government, and university Manuscript profile

Today, researches importance is because of innovation and innovation importance is because of economic profit. Researches commercialization is the important portion of innovation process and without that, no product or technology can influence into the market. Commercialization is a process to make profit from innovation via applying new technology to generate new products, processes, services and selling them in markets. In most of new technologies, commercialization implies production scale, increasing from initial sample to mass production and accessing to more resources. It is required to be familiar with commercialization models for using its concept in organizations. Technology commercialization models are consisting of the maps of activities development paths and strategic planning for technology commercialization. These models are divided to linear and nonlinear models. Linear models show a combination of experience and specialty in the fields of research, product development, marketing and business development. Therefore in this research in addition to defining commercialization, the eight important models from linear commercialization models and their differences and common points will be studied. The conclusions of this study show that the best theoretical framework in commercialization patterns, regardless of organization specifications in which innovation system is working, is the Jolly model. This model because of details determination of commercialization process and attention to market needs, related to other models, is more applicable. Today, the role and importance of innovation in the domestic and international developments of the countries is so obvious. Evaluation of innovation at the national level is crucial for policymaking in this area. For this reason, extensive studies have been conducted in this area. In the Islamic republic of Iran, by determining the "innovation and development" as the slogan of the year 2008 and public announcement by the Supreme Leader and the mobilization of internal capacity to develop the infrastructure for innovation, the importance of the above-mentioned issue has been shown more than before. In the next years, this strategic slogan was stressed in a statement by Supreme Leader with phrases such as "This is a true slogan and innovation is a need for current movement of the country". In recent years, the "resistance economy" has been noticed as a strategy in macro policies of the Islamic Republic of Iran, which is the most important pillar of the knowledge-based economy. Therefore targeted guidance of innovation at the national level as a critical need is desired at present. Development of the National Innovation is possible by purposeful interaction of some institutions. This institution can promote and develop innovation in the form of a dynamic and productive system in case of targeted integration and communication among themselves. In this paper, the innovation capacity of Iran is evaluated according to the Global Innovation Index to present proper analysis of Iran’s position in innovation according to the world reliable information so policy makers are able to decide for future.   Manuscript profile

The present survey investigates the trend development of research projects of laureates of Khwarizmi International Prize (KIP), with an overview of EU & OECD policies for innovation support is studied. The type of this study is descriptive by using questionnaire for data collection and/or personal interview by this performer with the performer of the prize winner's project. The data analyzed in this survey are based on responses received from the laureates who are sent the questionnaires inquiring the condition of their research project. The data analyzed were from 70 questionnaires and the qualitative data analysis method is used for description.     Analysis of data suggests that 97% of the laureates are male, 57% of the laureates are engineers or university graduates at M.Eng. level. 27% of them have completed their graduate degree in Electronic and Electrical Engineering; 31% of executive organizations are universities and 31.8% of the laureates have completed their studies at Sharif Industrial University; 71% of the organizations are public; and 50% of the projects are at industrial stage. It was found that 52% of problems were financial. "Lack of protection" is the most significant challenges to laureates (53%). At the Industrial stage, 50% of the projects at the highest level need financial support.     The European ::union:: (EU) has adopted a system approach based on innovation policy and provides direct financial and services support for innovators. The innovation policy aims to support an increase in the productivity, profitability and market share of European firms through the development and adoption of new or improved products, processes and services. Moreover, the EU intends to improve innovation support and also helps in understanding specific drives and barriers to innovation at sector level.     In OECD countries, public policy has direct or indirect impact on factors that affect innovative activity. All OECD countries use significant amounts of public money to support innovation activities that intend to stimulate innovation. It is a long time since in almost all countries the general idea of IP policy has been directed to greater protection for the rights of IP holders, especially for patents. Indeed, the availability of sufficient human resources for science and technology is an important factor for innovative activities. Education and training policies have an important impact on innovation.   Manuscript profile

There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized. In this respect, it is required to develop and execute short and long term quality plans in line with NIS. Manuscript profile

The concept of ecosystem, after entering the field of management has created many concepts such as” innovation ecosystem” which is one of the most widely used. These concepts have not reached a consensus in definition and function, and before the metaphors become clear, have been considered specific functions, goals and tasks without considering its relationship with other similar concepts. In this paper, the innovation ecosystem metaphor is specifically discussed, which is of great interest in Iran, and its existing structure is also related to the business, knowledge and entrepreneurship ecosystems. Since in fact, the expectations of the policymakers have not been met, it is necessary to study its relationship with the rest of the ecosystems and change the approach in the definition and dimension of the structure and adopted policies.
