        The aim of this research is analyzing the skill training needs of the east Azerbaijan based on land-use planning in industry sections. This is a descriptive survey research. The statistical population of this research consists of managers, planners and experts involved in industry sections of the east Azerbaijan. At first, 132 training needs have been extracted based on land-use planning. Afterwards, a training needs assessment form has been designed, which it consists of six-answer questions based on Likert's spectrum. The adaptability of these training needs to the labor market needs have been assessed based on experts' opinions. Finally, these skill training needs have been ranked basis on the questionnaire results quantification (based on the Likert's spectrum), and the scores obtained for each educational needs.         The employment is one of most important of macroeconomic variables for all country. Trade liberalization and the costs of higher education have effect of that. So, this paper survey the impact of Trade liberalization and the costs of higher education on the employment of industry sector. For this object used data time series of 1979-2014 and the autoregressive distributed lag model (ARDL). After check the long run linkage, result show that, productivity of labor has negative effect and other variable such as: investment, Trade liberalization, costs of higher education and ratio of value add produce in industry on gross domestic product  have positive effects on the depend variable. Error Correction Model show, in any term be regulation 88 present for near to long run. Goal of This research is to find how to institutialization of entrepreneurship education in universities. Statistical population of this research comprised of Top universities in entrepreneurship education. Statistical samples of top universities in entrepreneurship are selected in terms of acredited centers like Entrepreneur and Time magazine on 2016 academic year. For gathering information different methods and instruments like documentations that have been published on university websites. Findings of this research showed that: top entrepreneurial universities on entrepreneurship education are paying more attention to scope, method of carrying out, evaluation, institutional factors and outreach activities.         Today, the standards and demands of the community have shifted to universities and pushed them to turn their own situation. A desirable university governance, with the integrity and comprehensiveness of various types of governance, as well as the observance of professional ethics standards in all university sub-systems, can lead to successful leadership of the university institution. The goal of the present study is to determine the position of professional ethics in academic governance. In this paper, we tried to use a descriptive-analytical method based on the results of previous research and scientific documents, as well as a comprehensive study of the importance of professional ethics in the management and administration of the university. In the following: After collecting, selecting, tabling and categorizing materials, after reading the books and sources, scientific documents and documents are available. Then the material is organized to achieve research questions. The research tool was a vector check and the obtained data were classified and analyzed according to the purpose and the research questions using the collected documents. In line with the extensive study of resources, there are some solutions to the importance and role of ethics in governance. In the end, it should be noted that since the university administration, as a cultural and moral institution, needs policy and decision making as well as its own planning, so that decisions and programs should be based on ethical principles and values. So that it can be more effective at university leadership and also endorsed by the members of the expert community to ensure that internal and external responsibility and accountability are also guaranteed.         For years Iranian thinkers and managers try to improve the relation between universities and industries to use the scientific results of academics centers in national technology development. Some years ago after changing the name “Culture and advanced education ministry” to “ministry of Science, research and Technology” the ministry tried to have important roles on national technology and knowledge based development. Though much trying, there is needed to essential planning and organizing works to lead the ministry to have beneficial output for the goals of technology development which is in constitution. To reach to the goals which coming in the constitution it is needed some rectification and modification in organization structure, rules and process of execution. In other hand there are some science and technology organizations parallel to each other with more budget and low responsibility in the government. So grinding and dispersion of research possibilities is one of the barriers to technology development in Iran.         There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized. Over the last few decades, the main trend of engineering education in industrialized countries have been constantly changing, and they tend to be biased toward engineering science and engineering technology.         The purpose of this research, which is a descriptive research with qualitative approach. Identification of agricultural entrepreneurship barriers in university education in Isfahan province. The statistical population consists of knowledgeable entrepreneurs from different fields of agriculture, which is estimated at 40. And all members were examined. Required data were collected through a semi-structured exploratory interview. Using content analysis strategy, 26 items were extracted. The categories were presented to the statistical population in a questionnaire and their degree of importance was asked based on the Likert spectrum. Then, using exploratory factor analysis, SPSS software was used to identify the variables. The KMO value was 0,829 and the value of the Bartlett test was 3328.763 which was significant at 99%. The results of factor analysis showed that the total variance explained by the five factors extracted from the studied items was 69.221%. In this research, motivational and attitudinal barriers, structural barriers, educational barriers, economic and environmental obstacles and personality barriers were explained by 17.11%, 17.066%, 14.336%, 11.465% and 9.218% respectively Total variance was identified as the most important obstacles to agricultural entrepreneurship in university education.         Distance education is a new education system to organize the learning-memory process, the open education system due to its structural features has the ability to develop rapidly quantitatively and qualitatively at different times and places. Payame Noor University, as the only public university, with its open education system and a combined educational method, started its educational activities in 5 academic disciplines and 28 centers in October of year 1989, and had 512 centers and units until the beginning of 2011. In 2017 in order to reform the management methods and streamlining the enterprise and to create a new organization and structure in a regional manner and in line with the realization of the first paragraph of the 11th Strategic Action Plan of Payame Noor University, the organizing plan of the university centers, units and fields of study The agenda was put. In the first phase of the project, 160 units out of 490 units in the university have been organized, and by converting the scientific departments into colleges, the fields of study have also been organized. During the years 2019 to 2020, the university has tried to direct research towards application, entrepreneurship and creativity. The establishment of several growth centers, innovation and creativity centers in different provinces shows the orientation of the university towards entrepreneurial universities. Strengthening the electronic platform and the optimal use of existing facilities to improve the content production process as well as conducting electronic tests are among the priorities of the university that have always been considered during the last three years. Payam-e-Noor University's strategic plan for the development of e-learning in three areas: technology, education and organization is underway. "Standard and standard attitude" is a kind of practical thinking that is organized from the integration of global experiences and public knowledge. One of the most important words in all standards developed at the international, national and organizational levels is the word "root cause". Ensuring the dynamism and reliability of the industry is the full observance of the necessary standards.         The purpose of this study is to identify the components of strategic management of technical and vocational training in order to apply optimal strategic management in interaction and adaptation to the environment. The research is cross-sectional in terms of applied purpose, descriptive survey in terms of implementation method and mixed (qualitative and quantitative) in terms of data. In the library study section, 28 authoritative sources were sampled based on theoretical saturation and the strategic components of technical and vocational education based on 12-component ground theory including employment, educational attractiveness, lifelong learning, demand-driven, job changes, research Practical, flexibility, educational economics, strengthening educational assistants, improving the assessment system, quality assurance, job counseling and for strategic management in general 6 components and 22 sub-components including conceptual exploration, environmental scanning, strategy building, implementation Achievement and evaluation of achievements and strategic leadership and monitoring were identified and by conducting semi-structural interviews including 7 questions with 10 experts, the components were linked and organized in order to develop a final quality model. In model validation and its degree of fit, 95% was obtained.         Over the past few decades, we have faced the failure of universities to create and strengthen entrepreneurial motivation among students. In fact, there has been a mismatch between the current capacity of universities for admission and the future needs of the job market, as well as the content of education and the skills required for launching new businesses. Consequently, we are witnessing graduates who mostly lack the individual capability and necessary skills to start a new venture. On the other hand, with the new approach of Iranian universities towards third-generation universities and with all the current education and the presence of risk-taking investors, accelerators, various funds, creative houses, innovation factories, technology parks, and growth centers, the number of startups that have overcome the death valley and succeeded is still low, and the number of unemployed graduates increases every day. In this regard, considering the inefficiency of Iran's national innovation system, this problem has been doubled. Therefore, this study seeks to review the literature comprehensively and take into account the points raised in other perspectives, and with a broader view, examine the mediating effect of entrepreneurial self-efficacy on entrepreneurship education and students' entrepreneurial intentions.         Abstract Among the most critical problems in students’ community is stigma against mental diseases; this issue will probably cause refusing treatments and more isolation. It threatens the relationships between students and community as a whole. Negative consequences like violence, depression, suicide, harm-related behaviors and so on are related to this social problem. This study has tried to collect and analyze the mechanisms and models used by the world's leading universities by examining their programs. This descriptive-analytical study examines pre-existing documents with a content-analytical method. This practical study focuses on existing documents; these documents are published in the form of texts in websites of universities. The statistical population is all the programs and strategies that have been used in universities in the United States, Canada, the United Kingdom and Australia in relation to the prevention and proper treatment of the stigma of mental health disorders. Based on this, about 127 related ideas were found and after refining them, 53 programs were finally selected. Findings showed that the main variables in the prevention and treatment of stigma of mental health disorders are awareness, behavior change, support network, student participation, mental health diagnosis solutions and software.
