        For years Iranian thinkers and managers try to improve the relation between universities and industries to use the scientific results of academics centers in national technology development. Some years ago after changing the name “Culture and advanced education ministry” to “ministry of Science, research and Technology” the ministry tried to have important roles on national technology and knowledge based development. Though much trying, there is needed to essential planning and organizing works to lead the ministry to have beneficial output for the goals of technology development which is in constitution. To reach to the goals which coming in the constitution it is needed some rectification and modification in organization structure, rules and process of execution. In other hand there are some science and technology organizations parallel to each other with more budget and low responsibility in the government. So grinding and dispersion of research possibilities is one of the barriers to technology development in Iran.         In this report, our review of work carried out to evaluate and analyze the parliamentary act defines as law of 1%, which has played a critical role in Iranian S&T development during last three years. This act has been legally confirmed by Islamic Parliament since 2007 in annual budget plan and this confirmation repeated three successive years with small changes. The main job was in practice since 2008, based on this rule more than 530 governmental companies, institutes and banks should increase their S&T investment up to one percent of their annual operational income. In general, during years 2007 to 2010, more than 9762 research priority introduced by these companies and 5247 research projects have been signed. The total amount of these projects was about 8300 B Rls ($830 M). Also in this work, the opportunities and challenges have been reviewed and few comments recommended for annual budget of 2011- 2012 (1390). Manuscript Document

The Iranian economic and political system was not able to institutionalize, fund and equip resources, establish efficient commercial and industrial policies, and in particular design efficient and appropriate institutional structures, to support and support innovation to generate competitive capacity in the industrial economy. It has therefore failed to organize adequate defenses and has been steadily retreating and becoming the surplus of industrial economies and supplying cheap petroleum raw materials to emerging economies. This article is a brief overview of the major achievements of the research institute in the last 42 months that have influenced the development of Iran's oil and gas industry. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies. In such universities, investors are provided with opportunities to anticipate their problems and take advantage of the opportunities gained, which is itself a valuable experience in the field of finance and marketing. The occupations that benefit from these universities will certainly be at the forefront of the development of new technology. This technology is used in the production of goods and will lead to a higher standard of living.In the meantime, the purpose of the present study is to explain the situation of the entrepreneurial university in the universities of the third millennium with an experimental research design through a fuzzy inference system. The method of this research is survey method in terms of data collection and applied in terms of research purposes. The statistical population of this research is professors, experts and officials of Babol University of Technology.Findings showed that among the studied indices, only multidisciplinary multidisciplinary indices; University vision and mission; Knowledge transfer and growth center component, risk financing in university-derived companies has been at a desirable level, but other indicators are in poor condition.According to the descriptive and analytical findings of the present study, it should be noted that the emergence of entrepreneurial university is in fact a response to the growing importance of knowledge in the national and regional system of innovation and new perception of the university.
