        Research and Technology Organizations (RTOs) according to their mission are responsible for technology development and facilitating its commercialization in order to enhance and support the technological and innovative capabilities of relevant and related industries. The complexity and specific nature of the technology development process in RTOs in order to effective respond to the needs of industry require to designed a technology development and commercialization process which encompasses different requirements to meet the numerous challenges and problems in this direction and lead to matching between type and time of technological demands of industry and technology development and commercialization process of RTOs. In order to respond to these challenges, this paper attempt to present a modified model for the technology development and commercialization in RTOs. This model is adjusted based on the existing literature using the case study (multiple) of technology development and commercialization process in best practices by using qualitative analysis.         Abstract: Iran's national policy documents have focused on the knowledge based development, and effective steps have been taken by decision makers, policy makers, and executive departments in recent years. The most important measures in this regard include the establishment of the Supreme Council for Science, Research, and Technology and its commissions by the Ministry of Science, Research and Technology. One of the major goals of the council in the years 1389 to 1391 is the facilitation role of the public sector to create, facilitate and deepen the relationship between the country's industry and academic and research sectors. In the literature on technology and innovation, this relationship is known as one of the basic requirements for technology development in each country. In this study, the Commission on Industries, Mines and communication of the Supreme Council of Science, Research, and Technology examined and compared the research cooperation between the selected universities and the commission member institutions by analysis of data recorded in the Research Information Management System (Semat) in 1389 and 1390. In 1389, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1389 (part D of section 2), and in 1390, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1390 (part A of section 108) and Iran's Fifth Five-Year Development Plan (part M of section 224). In this regard, the information registered by the universities and the Commission member institutions, including information on research projects with academic executive, and information on funds allocated by the institutions to the universities for research projects, for two consecutive years 1389 and 1390 were analyzed and compared.         Today all countries are attempting to increase their investments in research. In this order, industrial and developed countries to preserve their current position, or to advance themselves on the scene of global competition, in research investments, while developing countries have understood that for fundamental solution to their social and economic problems and real development, they have no other choice of increasing their research investments. In Iran, attention to research has noticeably extended in recent decade. Development of graduate studies in universities especially in PhD level led to the rapid rise and dramatic science production in the fields of basic and applied science. Development of technologies which are necessary for converting science to production, can’t be achieved by research activities in graduate level in universities. Thus, main aims of research centers established in universities are for practical and professional research for developing technologies. A regular and continuous performance evaluation for these research centers is needed for considering their aims with useful and effective indexes. In this article, a new model is designed for performance evaluation of research centers, and as a case study the model is used for the performance evaluation of some research centers in Amirkabir University of Technology. Accordingly, universities are facing a very wide range of stakeholders which small to large government agencies and private firms are included. This has caused universities to modify their structure and function to create a close relationship with industry. For this purpose, basic model of university-industry relations after collecting data were analyzed using PCA. After confirming assumed model by using regression analysis, the relationship between the university and industry factors on ultra market, knowledge-technology market, and entrepreneurship were analyzed. Results of research showed human resources and university infrastructure has positive effect on entrepreneurship and Technology market.         Nowadays, by developing and advancing sciences and becoming technology development processes more complicated, technical cooperation between companies is a substantial aspect of companies’ strategies and an important public policy for technology development across the World. Technology transfer issue, as a concept of technical cooperation is considered by researchers and managers of agencies and organizations, as the most important approaches in this regards. In this research, after reviewing the literature by using library studies, introducing the concept and describes various methods of technology transfer. After describing the different models of technology transfer and comparing indices used in each model with others, we compare and eliminate the common indices and the last selected 28 of most important criteria have been identified to present appropriate methods of technology transfer. We also classified the criteria into four general groups as : capability and policies of technology receiver, capability and policies of technology owner, common policies between technology owner and receiver, and technology features.         The main purpose of this study is to investigate the innovative performance through emerging knowledge based companies in Semnan University Incubator. This is a practical and descriptive correlational study. The participants of this study were 103 managers and supervisors of SME’s in Semnan University Incubator. Wang and Ahmed (2004) questionnaire has been used to measure the innovative performance in these companies. Reliability of the questionnaire was obtained by Cronbach's alpha. In order to assess the construct validity of innovative performance, confirmatory factor analysis were used and one-sample t-test is utilized to examine the variable and its dimensions status. Also Friedman test was used to prioritize of innovative performance dimensions. The results show that the first priority for the firms was product innovation. The process innovation and strategic innovation were the next priorities. As well as market innovation of these firms was ranked in the last because of their emerging. Manuscript profile

        Abstract The aim of this study was to investigate the relationship between make smart schools and organizational agility in smart high school Khorramabad city and offer solutions to more effectively their role in the development of knowledge-based of country. Universities as the main sponsors of train and develop human resources specialist to develop knowledge-based society have a vital role and In this regard, the study consists of all the teachers and staff of secondary schools smart Khorramabad city, which includes 396 people. The sample size was estimated using a sample of 195 students who were selected based on two-stage cluster sampling method. In the present study to collect data, from  make smart schools questionnaire, Ja’fari Hajati (2006) with 32 items and organizational agility, Sharifi and Zhang (1999) with 29 questions was used. The validity of the above tools using the opinions of experts and make smart schools with Cronbach's alpha reliability coefficient of 91% and was calculated 91%Cronbach's alpha organizational agility. The results using the Pearson correlation coefficient showed that there is a significant positive relationship make smart schools and organizational agility. Intelligent components as well as between make smart schools and agility (speed, competence, responsiveness and flexibility) there is a significant positive relationship.         In this report, our review of work carried out to evaluate and analyze the parliamentary act defines as law of 1%, which has played a critical role in Iranian S&T development during last three years. This act has been legally confirmed by Islamic Parliament since 2007 in annual budget plan and this confirmation repeated three successive years with small changes. The main job was in practice since 2008, based on this rule more than 530 governmental companies, institutes and banks should increase their S&T investment up to one percent of their annual operational income. In general, during years 2007 to 2010, more than 9762 research priority introduced by these companies and 5247 research projects have been signed. The total amount of these projects was about 8300 B Rls ($830 M).         In the upstream documents of the country, the issue of responding to scientific and research centers to the demand of industries and organizations has been emphasized; Therefore, the cooperation between the university and industry has become very important. Numerous national measures have been taken in cooperation with the university and industry, which need to be evaluated. Two main goals are pursued; One is to discover the extent to which the goals and functions of the actions taken in the field of university-industry relations have been achieved, and the other is to provide executive solutions to improve the current path and move towards the excellence of university-industry cooperation. In this research, using methods such as library studies, interviews with experts and the focus group, first the measures taken in the field of cooperation between the university and the statistics industry and then by surveying experts, the effectiveness of each measure in terms of each criterion and The rate of fulfillment of each criterion was calculated in terms of measures taken and analyzed using statistical mean method.         New technologies can transform the agricultural industry as well as any other industry. The final goal of the research is to identify and stratify the factors affecting the development of emerging technologies in agriculture with a supply chain approach. The research method is mixed and initially, the components of emerging technologies in agriculture are identified through literature and semi-structured interviews with experts. Interviews were coded with three methods of open, central and selective coding, and finally 34 components and 182 indicators were identified based on central coding and in the quantitative part a structural-interpretive model to present the model of emerging technologies in agriculture using ISM according to the opinions of 15 people. It was created by the experts of Tarbiat Modares University. After that, to identify the position of the identified components, it was determined using MICMAC based on influence and dependence. The obtained results of emerging technologies in agriculture are formed in six levels including the central category, contextual factors, causal conditions, intervening conditions, strategies and finally, consequences. The findings of the research show that by using interpretive structural modeling, the location of various factors in the dispersion map of the variables was analyzed, from which the position of the key variables can be recognized. This article tries to find the answer to this question for one of the university parks in Iran using the partner selection approach. In order to limit the scope of the evaluation of the existing parks in the world, first, 20 countries that have made up 90% of Iran's foreign trade volume in the past 5 years have been identified, then based on the needs assessment of the firms located in the studied science and technology park that have the capacity and the willingness of international cooperation, the countries under review were ranked from six aspects like as: economic, political, cultural, security, technological and geographical criteria and in 13 sub-criteria using the combined method of The Analytic Hierarchy Process (AHP) and TOPSIS . Seven countries with a significant score among 20 countries were selected as samples to evaluate their science and technology parks. 19 well-known parks in these 7 countries were scored and ranked using 12 criteria, from the perspective of people involved in park affairs, and with the combined method of AHP and TOPSIS. As a result of this ranking, the following parks were identified as a higher priority for cooperation: Dubai Silicon Oasis Park, Tsinghua University Science Park in China, Teknopark İstanbul, Sharjah Research, Technology and Innovation Park, Dubai Science Park, Knowledge Oasis Muscat (Madaen).         Today, strategies are one of the most important issues facing managers of organizations. The strategic plan will be useful and effective for the organization while the developed strategies are implemented in line with each other. The purpose of this study is to investigate the impact of the company's export and Trade performance of organizational strategies. The present study is applied in terms of purpose and descriptive-survey in terms of data collection method. The statistical population of this study, managers working in different units of Razavi Bread Company were studied. The sample was obtained with the standard questionnaire tool and based on Cochran's formula with an error of 0.05 to 100 people. Cronbach's alpha was used to confirm the reliability of the questionnaire and confirmatory factor analysis was used for the validity of the questionnaire. The obtained values indicate the confirmation of the reliability and validity of the questionnaire. Also, data analysis was performed by structural equation modeling method using smart pls software.The results showed that IT strategies affect Trade performance, marketing strategies affect Trade and export performance, and finally organizational strategies affect overall performance.
